ABS, a classification society, has incorporated goal-based standards into its rule sets to support the development of new designs and technologies in the maritime industry. The new rules aim to enable safe and rapid adoption of innovation and technology to meet decarbonization and digitalization goals. The changes include clearer rules, easier navigation, and a focus on enabling innovation and new technologies.

The new ABS Marine Vessel Rules include functional requirements and a risk-based methodology developed with input from industry stakeholders. The goal-based standards allow for the evaluation of novel concepts and new technologies that may not be covered by existing rules. The Rule Manager 2.0 tool makes it easier to search and access ABS rules, with features like a Custom Rule Book utility and hyperlink utility for cross-referencing.

The goal-based approach introduced by ABS aligns with IMO standards and aims to help the industry keep pace with technical advancements. This approach allows for the evaluation of alternative arrangements and innovative technologies that may not fit traditional prescriptive rules. The changes have been well-received by industry stakeholders, who see the new rules as a way to simplify and clarify class requirements, enabling innovation with confidence.
