Filipino Seafarers’ Magna Carta Set to Become Law, Enhancing Rights and Protections

After over a decade of waiting, a proposed measure aimed at safeguarding the rights and welfare of Filipino seafarers is on the verge of becoming law, according to Senate President Francis Escudero. The Magna Carta of Filipino Seafarers, also known as Senate Bill No. 2221 and House Bill No. 7325, is set to be signed by President Marcos today. This significant legislation is expected to benefit around half a million Filipino sailors by ensuring their protection in various aspects, including legal and medical situations.

Escudero emphasized that the new law is designed to prevent any Filipino seafarer from being neglected when faced with challenges while carrying out their duties at sea. The legislation outlines a comprehensive set of rights for seafarers, such as fair terms and conditions of work, the right to organize and engage in collective bargaining, access to education and training opportunities at reasonable costs, and protection against discrimination. Additionally, the measures include provisions for safe passage, free legal representation, immediate medical assistance, communication access, employment records, and equitable treatment in the event of maritime accidents.

By enshrining these rights in law, Filipino seafarers are expected to receive greater protection and support in their crucial roles at sea. Escudero highlighted the importance of these measures in safeguarding the well-being and interests of seafarers, emphasizing the need to address potential abuses and ensure their rights are respected. The legislation aims to uphold the dignity and rights of Filipino seafarers, providing them with essential safeguards and support mechanisms to navigate the challenges they may encounter while working at sea.
