The Maritime and Port Authority of Singapore (MPA) is seeking proposals to expand liquefied natural gas (LNG) for bunkering or ship refueling. The Expression of Interest (EOI) aims to enhance sea-based LNG reloading to complement existing onshore storage and jetty capacities in Singapore, the world’s largest bunker hub. Additionally, the EOI seeks solutions for the supply of e-methane or bio-methane as marine fuel. Proposals will focus on scaling up sea-based reloading operations, offering LNG alternatives, and developing floating platforms for bunkering safety and efficiency.
Participants in the EOI do not need to be existing LNG bunkering licensees. Selected companies will conduct trials in Singapore to validate proposed solutions’ operational feasibility and safety. The proposals should address methane slip on a well-to-wake basis, covering fuel production, delivery, and usage on ships. Insights from the EOI and trials will inform MPA’s review of the LNG licensing framework. With the expected rise in demand for LNG as a marine fuel, industry executives anticipate an increase in dual-fuel vessels joining the global fleet.
LNG bunker volumes delivered in Singapore exceeded 385,000 metric tons between January and October 2024, more than tripling the total volume in 2023. The EOI aims to support the growth of LNG as a marine fuel and enhance Singapore’s position as a leading bunkering hub. By exploring sea-based reloading, LNG alternatives, and safety measures, the MPA seeks to address the evolving needs of the maritime industry and promote sustainable fuel solutions for shipping.
