Odisha is actively revitalizing its maritime sector through a strategic, policy-driven approach led by the Commerce & Transport department and the Odisha Maritime Board. The state focuses on modernizing key ports, aiming to establish robust port-linked economic ecosystems that foster coastal prosperity and sustainable growth. As a result, Odisha’s maritime trade and logistics network has expanded significantly on both domestic and international fronts.

Non-major ports currently boast a combined cargo handling capacity of 80 MTPA. In FY 2024-2025, Dhamra Port processed 46.08 MTPA, while Gopalpur Port managed 6 MTPA, collectively contributing Rs 306.15 crore to state revenue. Paradip Port remained India’s leading major port with 150.41 MTPA handled that year. Improved berths and port technologies are paving the way for enhanced industry and trade opportunities.

The ports of Dhamra and Gopalpur have bolstered Odisha’s role as a critical hub for international trade, facilitating export-import relations and market access. Domestic strategies also focus on enhancing feeder services and coastal shipping routes, ensuring efficient delivery. Significant projects, including a Rs 2,104 crore investment with JSW Utkal Steel for a captive jetty, will create thousands of jobs.

Additionally, the amended concession agreement with Gopalpur Ports Ltd. will lead to Rs 16,554 crore in investments and over 5,000 jobs. Odisha’s maritime policy emphasizes sustainability and integrated logistics, with initiatives like the Odisha Maritime Academy improving maritime training. Safety enhancements in inland water transportation are also in place, with subsidies provided for essential safety equipment.
