The Rajya Sabha has approved the ‘Bills of Lading, 2025’ during the first day of the monsoon session, setting the stage for Presidential assent. This bill, previously passed by the Lok Sabha, aims to replace the outdated Indian Lading Act of 1856 with a modern framework for maritime shipping documentation. Union Minister of Ports, Shipping & Waterways, Sarbananda Sonowal, introduced the bill, marking a significant milestone for India’s maritime sector.

The new legislation updates archaic terminology to clearer, business-friendly language, clarifying the rights and responsibilities of carriers, shippers, and lawful holders. This change reduces ambiguity in shipping documentation, mitigates litigation risks, and strengthens India’s position in global trade by aligning with international standards.

Additionally, the bill signals a departure from colonial-era legislation, simplifies complex legal provisions, and grants the Central Government authority for effective implementation. By incorporating standard repeal and saving clauses, the law ensures the continuity and validity of previous actions taken under the old Act.

These reforms are designed to enhance clarity, ease comprehension, and improve enforcement practices, thereby fostering a more conducive environment for business operations in India.
