Ahead of a crucial vote at the International Maritime Organization (IMO), billionaire Andrew Forrest criticized alleged “intimidatory tactics” affecting delegates’ voting integrity. He expressed readiness to support those facing coercion, emphasizing the need for justice and collaboration to counter bullying in negotiations. Despite these concerns, the Marine Environment Protection Committee chose to postpone discussions on the Net-Zero Framework for a year.

Industry leaders voiced disappointment over the lack of consensus. Thomas A. Kazakos from the International Chamber of Shipping highlighted the necessity for clarity to facilitate investments in maritime decarbonization. The World Shipping Council reiterated its commitment to achieving net-zero by 2050 and called for consistent regulatory support for renewable fuels.

INTERCARGO and INTERTANKO expressed hope that the delay could foster constructive dialogue among member states and improve regulatory frameworks for emissions reduction. Meanwhile, European Shipowners lamented the postponement, stressing the need for global regulations to ensure a level playing field in decarbonization efforts. German shipowners cautioned that ongoing delays could lead to stagnation in the process.

Transport & Environment’s Dr. Alison Shaw pointed out that the delay leaves the shipping sector uncertain, urging climate-ambitious countries to unite against intimidation and advocate for meaningful decarbonization.
