The Maritime and Coastguard Agency (MCA) has released new guidance to support the use of digital navigation technology on smaller commercial craft. The updated Marine Guidance Note (MGN) 319 (M+F) outlines the standards and compliance requirements for electronic chart systems used for navigation on commercial vessels up to 24 meters in length. The guidance also includes specifications for equipment manufacturers to ensure the development of safe and effective hardware and software, such as screen size and necessary features when using official charts.
The aim of the guidance is to help seafarers and digital navigation companies transition from paper charts to electronic navigation in a safe and compliant manner. The compliant systems will be known as Small Vessel Electronic Chart Systems (SV-ECS). Mike Bunton, MCA Head of Navigation, emphasized the importance of clear and reliable navigation systems in improving safety at sea. The MCA is updating its guidance to keep pace with technological advancements and changes in maritime practices.
MGN 319 (M+F) was developed in consultation with industry stakeholders and manufacturers of electronic chart systems. It applies to small commercial vessels operating under the UK flag in UK waters, including small motor vessels, sailing vessels, workboats, pilot boats, and vessels used for sport or pleasure. The standards only apply to new hardware and software, with existing Mini-ECDIS-compliant systems still accepted if fitted before July 31, 2026.
