Malacañang has issued Memorandum Circular 87 to enhance public awareness of the Philippines’ maritime identity. Signed by Executive Secretary Lucas Bersamin on July 11, 2025, the circular calls on all government agencies, local government units (LGUs), and private stakeholders to promote the nation as a maritime and archipelagic entity. This initiative builds on previous legislative efforts, including Republic Acts 12064 and 12065, which define the country’s maritime zones.
The circular also reinforces Proclamation 316, which designates September as Maritime and Archipelagic Nation Awareness Month (MANA Mo). Executive Order 57, issued by President Ferdinand Marcos Jr., established the National Maritime Council (NMC) as the primary agency for maritime domain awareness, supported by the Presidential Office for Maritime Concerns (POMC).
Under the new directive, the NMC will lead year-round initiatives and oversee MANA Mo celebrations to enhance public understanding of maritime issues and foster appreciation for the Philippines’ marine heritage. The campaign aims for a comprehensive national approach, encouraging participation from all government entities and private partners. The Presidential Communications Office will manage public engagement, with initial funding drawn from existing agency budgets.
