The Indonesian government has awarded the Maritime Organisation of West and Central Africa (MOWCA) scholarships worth $1.3 million for maritime training programs aimed at 96 seafarers. MOWCA Secretary General Dr. Paul Adalikwu confirmed the agreement, stating that the training will be divided among member states, with two key programs offered.
The first program is a Training of Trainers (TOT) course based on the International Maritime Organisation (IMO) model course 6.09, designed for maritime instructors. The second focuses on Assessment, Examination, and Certification of Seafarers, based on IMO model course 3.12, targeting personnel responsible for seafarer certification and onboard assessments.
The training will be conducted in four batches, with the TOT program scheduled for October and November 2025, while the second course will also take place in the same months. The scholarships cover all expenses, including travel, accommodation, and tuition fees.
Dr. Adalikwu emphasized the importance of these programs in ensuring that Certificates of Competence for MOWCA seafarers comply with the STCW Convention. MOWCA Ministers have been informed about eligibility requirements, including drug-free confirmation tests, with a submission deadline of September 15, 2025.
