Philippines Introduces New Facility for Seafarers’ Welfare

The Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) recently launched a specialized welfare center aimed at providing centralized support for Filipino seafarers and their families. The Seafarers’ Welfare Center, situated at Monarch Parksuites in Aseana Business Park, is designed to enhance the delivery of essential government services to maritime workers.

OWWA Administrator Patricia Yvonne Caunan emphasized that the facility aims to improve access to vital resources, thereby promoting the overall well-being and empowerment of seafarers. DMW Secretary Hans Leo Cacdac expressed appreciation to maritime stakeholders for their advocacy, noting that the center’s establishment aligns with the priorities of both the President and Congress in safeguarding the rights of the seafaring community.

The center functions as a comprehensive one-stop shop, offering integrated services from various government agencies, including the Social Security System, Pag-Ibig, and PhilHealth. It also provides legal assistance through the Public Attorney’s Office and addresses medical needs via the OWWA YAKAP Clinic and Botika. Additionally, training areas for capacity-building programs and a “Love Yourself” booth focused on sexual health and HIV awareness are included.

Recreational amenities like “Migrants’ Brew” and an “OWWAoke” area further enhance the center’s offerings for seafarers and their families. This initiative is in line with Republic Act 12021, the Magna Carta of Filipino Seafarers, which aims to improve mechanisms for protecting the rights and welfare of maritime workers.
