Philippines Seafarer’s Magna Carta IRR Officially Signed

President Ferdinand Marcos Jr. signed the final version of the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12021, known as the “Magna Carta of Filipino Seafarers,” to benefit Filipino seafarers. The IRR aims to enhance the protection, welfare, and empowerment of seafarers, who are vital to global shipping. President Marcos Jr. emphasized the establishment of one-stop-shop centers for seafarers to simplify processes and eliminate bureaucratic hurdles.

The Magna Carta and its IRR ensure fair medical treatment, access to free legal representation, and protection for seafarers in times of vulnerability due to illness, injury, or legal challenges. The IRR also includes measures to protect women in the maritime industry against discrimination and intimidation. President Marcos Jr. highlighted the importance of these measures in promoting a more progressive and fair regulation in the maritime industry and enhancing the competitiveness of the maritime workforce through advanced training and facilities.

Enacted on 23 September 2024, R.A. No. 12021 aims to protect the rights and welfare of both domestic and overseas Filipino seafarers and promote their full employment. The Magna Carta guarantees equal opportunities within the maritime industry, access to education, training, and development, and compliance with domestic and international laws, standards, and conventions. The IRR, consisting of 22 rules, establishes a comprehensive framework to implement the Magna Carta’s key provisions, including strengthening seafarers’ rights and welfare, promoting equality and inclusion, advancing maritime education and training, and ensuring accountability. Various government bodies will collaborate to develop detailed policies and guidelines based on the outcomes of a three-month consultation period for the full implementation of the Magna Carta.
