Starting April 1, 2025, marine fuel suppliers in Singapore, the world’s largest bunker hub, will be required to offer digital bunkering services and issue electronic bunker delivery notes. This initiative, announced by Amy Khor, Singapore’s senior minister of state for transport at the SIBCON 2024 conference, aims to streamline the bunkering process by improving data sharing between buyers and sellers. The move is expected to save the industry approximately 40,000 man-days per year and reduce the risk of fraud.

The decision to implement digital bunkering services followed successful pilot trials with various bunker suppliers that began in November 2023. Singapore is set to become the first port globally to adopt digital bunkering on a large scale for all bunker operations. This move is part of efforts by the Maritime and Port Authority of Singapore to enhance efficiency and transparency in the bunkering process.

By requiring marine fuel suppliers to provide digital bunkering services and issue electronic bunker delivery notes, Singapore aims to revolutionize the bunkering industry. This step towards digitalization is expected to not only make data sharing more efficient and transparent but also significantly reduce the risk of fraud in the bunkering process.
