Singapore has launched the world’s first digital bunkering initiative, revolutionizing the maritime industry and setting a new benchmark for fuel supply. The electronic bunker delivery notes (e-BDN) system, developed by the Maritime and Port Authority of Singapore (MPA), aims to replace physical bunker delivery notes and streamline bunkering operations. Over 20 businesses in the Singapore bunkering ecosystem have participated in more than 100 trials since January 2023, providing valuable feedback for further refinement of the system. The International Maritime Organization (IMO) has officially approved this development, giving it global recognition and paving the way for other ports to implement similar technology. The switch to digital bunkering is expected to bring increased productivity, reduced paperwork, and streamlined procedures, aligning with the industry’s commitment to environmental responsibility and sustainability.

In addition to digital bunkering, the MPA is actively seeking to improve the bunkering process by automating the data flow from mass flow meters. The MPA has also signed three Memorandums of Understanding (MoU) with Chinese partners and regional maritime administrations, demonstrating its dedication to ongoing development and progress in digitalization in the maritime industry.
