Ship captains bound through the Red Sea, the Bab el-Mandeb strait and the Gulf of Aden are emailing a Houthi-run centre in Yemen for safe-passage clearance, a Marine Insight report says. Requests have risen since the Houthis banned traffic to Saudi ports, though maritime bodies call the scheme illegal.
