The Environmental Defense Fund (EDF) and Lloyd’s Register (LR) Maritime Decarbonization Hub, in collaboration with Arup, have launched the Sustainable First Movers Initiative Identification Tool, which evaluates a port’s potential to produce and bunker electric fuels while providing local environmental and community benefits in line with the 1.5 degree Celsius target of the Paris Agreement. The tool’s preliminary results report, titled “The Potential of Ports in Developing Sustainable First Mover Initiatives,” evaluates 108 ports in the Indo-Pacific regions based on criteria including land suitability, air quality, renewable energy surplus, economic resilience, and shipping traffic.

The tool assesses three different port scenarios: ports studying fuel production and bunkering, ports studying fuel exports, and ports studying fuel imports and bunkering. The combined criteria and scenario assessment aims to determine which ports have the greatest potential for sustainable first-mover initiatives to lead to significant emissions reductions and positive impacts in surrounding communities, such as improved air quality and economic resilience.

The next phase of work includes the selection and detailed assessment of 10 ports to better understand local needs and maximize the value of sustainable first-mover initiatives. The tool can be adapted to the needs of stakeholders, and it aims to lay the foundation for a regional sustainable transition that takes into account the impacts on port communities, the climate, the environment, and the economy.
