The IMO’s Marine Safety Committee is making progress on developing a new code for the operation of autonomous ships. This code is necessary due to the unique requirements and challenges posed by autonomous vessels, which differ from those faced by human-operated ships governed by the existing SOLAS regulations. The new code, known as the maritime autonomous surface ship (MASS) code, is expected to be adopted by 2025 and will apply to SOLAS cargo ships. It will work alongside the current IMO rules for safety, rather than replacing them.

The MASS code will be based on risk analysis rather than strict guidelines, allowing for flexibility and adaptability to the evolving technologies and capabilities of autonomous ships. However, one aspect that will remain consistent is the requirement for a designated human “master” who will be responsible for the operation of each autonomous vessel. This individual will work from a remote operations center (ROC) and will be subject to new training requirements similar to those outlined in the STCW (Standards of Training, Certification, and Watchkeeping) convention. Although the remote operators will not be subject to traditional STCW, they will still undergo training, certification, and competency standards based on STCW principles.

The committee has decided that the existing COLREGS (International Regulations for Preventing Collisions at Sea) do not need to be amended to accommodate the MASS code at this time. This means that autonomous ships will continue to be subject to the same rules for collision avoidance and maintaining a lookout as human-operated vessels.

Currently, most testing of maritime autonomy has occurred in inland waterways, where individual nations have more control over navigation rules. The development of specific regulations for autonomous ships in international waters will pave the way for wider adoption of this technology, providing operators and insurers with greater assurance and clarity.

Overall, the introduction of the MASS code represents a significant step forward in the regulation and operation of autonomous ships. By addressing the unique challenges posed by these vessels while maintaining a focus on safety and human involvement, the IMO is supporting the development of this innovative technology within the maritime industry.
