On October 29, 2024, the Ministry of Communications introduced the Telecommunications (Commercial Radio Operator Certificate of Proficiency to Operate Global Maritime Distress and Safety System) Rules, 2024 to enhance maritime safety and communication during distress situations. These rules were enforced the following day, on October 30, 2024. The rules mandate that anyone operating the Global Maritime Distress and Safety System (GMDSS) must obtain the GMDSS certificate.
To be eligible for the GMDSS certificate, individuals must meet specific requirements set by the Central Government. These include being an Indian citizen, above 18 years of age, holding relevant educational qualifications, undergoing practical training on GMDSS equipment, and possessing certificates of competency and proficiency recognized by the authorities. Non-citizens can also apply for the certificate with special permission from the Ministry of Home Affairs and Ministry of External Affairs.
Applications for the GMDSS General Operator and Restricted Operator Certificates can be made online with a fee of Rs. 1000. The examination process includes written tests, practical assessments, and oral examinations, with passing marks specified for each section. Upon successful completion of the examination, a provisional certificate will be granted with a validity of 6 months, during which the applicant must apply for the GMDSS certificate of the relevant category. Failure to apply within the stipulated time may result in late fees and eventual cancellation of the certificate.
