In a significant move to position India among the top five shipbuilding nations by 2047, the Government of Andhra Pradesh (GoAP) and the Visakhapatnam Port Authority (VPA) have signed a Memorandum of Understanding (MoU) to establish a National Mega Shipbuilding Cluster in Dugarajapatnam, Andhra Pradesh. The agreement was formalized at the “Transforming India’s Maritime Sector” event in Bhavnagar, Gujarat, marking a milestone that aims to enhance India’s shipbuilding capacity and establish Andhra Pradesh as a global hub for shipbuilding and repair.

The state’s commitment includes developing landside infrastructure such as roads and utility networks, alongside contributing land as equity. The VPA will manage seaside facilities like berths and dredging. A Special Purpose Vehicle (SPV) will oversee project implementation, enabling collaboration among government bodies and international shipbuilding firms to integrate world-class technologies and practices. With an estimated investment of Rs 29,253 crore, this initiative promises to be among the largest maritime infrastructure projects in India.

The strategic location of Dugarajapatnam, coupled with Andhra Pradesh’s existing maritime economy, establishes a supportive ecosystem for this venture. The cluster is expected to bolster both commercial and defense shipbuilding, significantly reducing India’s reliance on imports.

Aligned with the Maritime India Vision 2030 and the Maritime Amrit Kaal Vision 2047, this project is poised to generate tens of thousands of jobs, attract foreign investments, and contribute to national GDP. The MoU’s signing symbolizes cooperative federalism and sets a pathway for sustainable maritime infrastructure, heralding a new era in India’s maritime sector.
