India Achieves Full STCW Compliance in Maritime Training Evaluation

The Directorate General Shipping (DGS) of India successfully completed an independent evaluation in 2024, confirming its full compliance with the STCW Convention concerning seafarer training, certification, and watchkeeping. This assessment included operations from DGS headquarters and Maritime Training Institutes (MTIs) in Mumbai and Chennai, such as AEMA, HIMT, and AMET, comparing the findings to those from 2019.

Best practices identified during the evaluation included the nationwide implementation of a Comprehensive Inspection Program (CIP), initiatives like SagarMeinSamman and CSagarMainYog, and advanced digital systems such as e-government platforms and CCTV monitoring. The use of cutting-edge simulators and VR-based training tools in MTIs was also highlighted.

Moreover, India’s legal framework has been aligned with international maritime conventions, and both DGS and MMDS have achieved ISO 9001:2015 certification to maintain quality in training and certification.

While the evaluation reported no significant non-conformities, it recommended improvements in standardizing examiner data records, refining simulator specifications, and enhancing faculty development. This comprehensive review underscores India’s commitment to meeting global standards in maritime training.
