A bill known as ‘The Indian Ports Bill, 2025′ was introduced in the Lok Sabha by Shipping Minister Sarbananda Sonowal. This bill aims to establish adjudicatory mechanisms for resolving port-related disputes and effectively managing pollution, disasters, and emergencies. It also seeks to consolidate laws related to ports, promote integrated port development, and ensure optimal utilization of India’s coastline. Additionally, the bill proposes the establishment of State Maritime Boards for managing ports other than major ports.
Furthermore, the bill intends to create a Maritime State Development Council to facilitate structured growth and development of the port sector. It also addresses important aspects such as pollution management, disaster response, security, safety, navigation, and data management at ports. The bill emphasizes compliance with international obligations and measures for the conservation of ports. It also includes provisions for adjudicatory mechanisms to address port-related disputes effectively.
However, some Members of Parliament have expressed concerns about the bill. K Radhakrishnan (CPIM) argued that it encroaches upon the authority of state governments by centralizing control over ports. Sougata Ray (TMC) highlighted the evolution of port management since the enactment of the Indian Ports Act in 1908, especially with the increase in private ports. He raised concerns about the potential impact of the proposed adjudicating authority on workers’ rights. Overall, the bill represents an important step towards enhancing the efficiency and management of India’s ports.
