On October 1, 2025, Vijay Kumar officially assumed the role of Secretary in the Ministry of Ports, Shipping and Waterways, succeeding T.K. Ramachandran, who retired on September 30 after a successful tenure. Kumar’s appointment was previously approved by the Appointments Committee of the Cabinet on August 22, 2025, where he was designated as Officer on Special Duty (OSD) to ensure a seamless transition.
Kumar, an IAS officer from the 1992 AGMUT batch, brings a wealth of experience in the maritime sector to his new position. He most recently served as the Chairman of the Inland Waterways Authority of India (IWAI), where he was instrumental in the development and regulation of India’s inland waterways. This background is expected to serve as a solid foundation for his responsibilities as Secretary.
His selection highlights the government’s commitment to leveraging domain expertise in key infrastructure ministries. With significant initiatives like the Sagarmala projects and the enhancement of inland water transport on the national agenda, Kumar is anticipated to play a crucial role in shaping the future of India’s maritime landscape.
