CPC Oil Exports Via Black Sea Stable After Attack

Kazakhstan’s energy ministry confirmed on Tuesday that oil shipments through the Caspian Pipeline Consortium (CPC) remain stable, despite accusations from Russia that Ukraine damaged loading facilities in the Black Sea. Russia’s Defense Ministry claimed that Ukraine attacked the maritime transshipment complex in Novorossiysk, causing damage to a CPC mooring point and igniting fires at oil reservoirs.

Deputy Energy Minister Sungat Yesimkhanov assured reporters that Kazakhstan’s oil sector is functioning normally, with CPC exports continuing uninterrupted. The CPC terminal, located southwest of Novorossiysk, is crucial, handling 80% of Kazakhstan’s crude exports. In 2022, supply volumes via the Tengiz-Novorossiysk pipeline increased to 70.5 million metric tons, or approximately 1.53 million barrels per day.

While Ukraine has not commented on the alleged attack, its military stated that drones targeted oil loading infrastructure near Sheskharis, approximately 15 kilometers from the CPC terminal. Last year, the CPC temporarily halted operations after a similar Ukrainian attack damaged one of its floating moorings.

CPC shareholders include major U.S. companies such as Chevron and Exxon Mobil.
