Croatian Government Holds Ferry Operator Accountable for Fatal Accident

After a tragic accident on the ferry Lastovo last year that resulted in the death of three seafarers, the Croatian government has taken unprecedented accountability measures. After a tragic accident on the ferry Lastovo last year that resulted in the death of three seafarers, the Croatian government has taken unprecedented accountability measures. The maritime ministry absolved the crew of any fault and decided to expel the CEO of the ferry operator, along with the entire board of directors. The incident occurred when the bow ramp of the 1969-built ferry collapsed on four crewmembers, resulting in the deaths of two individuals at the scene and one more later in the hospital, with the sole survivor sustaining serious injuries.

Following the accident, an investigation was launched by Croatia’s ministry of maritime affairs, which released its findings six months later. The investigation revealed that the vessel’s master and the operating company had neglected the ship’s Safety Management System, which outlined procedures for operating the ramp. The crew had not been systematically trained to handle a known fault condition in the ramp’s hydraulic system, which could cause the ramp to fall when the hydraulic power shut off. The ministry recommended legal action against the CEO of the state-owned ferry operator, Jadrolinija, and the captain.

In response to the report, Maritime Minister Oleg Butkovic expressed public apology and deep regret to the families of the deceased seamen, acknowledging the lack of a safety management system within the Jadrolinija Company. Subsequently, the Croatian government announced the dismissal of the entire board of Jadrolinija, with CEO David Sopta voluntarily stepping down to avoid potential charges. Despite not feeling personally guilty for the tragedy, Sopta stated that he felt a moral responsibility from the beginning.
