On December 13, 2025, Kenya announced the launch of the National Oil Spill Contingency Plan, a proactive measure aimed at bolstering maritime safety and environmental protection. This initiative responds to the increasing maritime activity and the heightened risks of marine pollution associated with it.
Unveiled in Mombasa, the plan addresses the rapid expansion of Kenya’s maritime sector, characterized by a surge in vessel traffic and intensified port operations along the Indian Ocean corridor. While this growth presents economic opportunities, authorities recognize that it also elevates the likelihood of oil spills and other pollution incidents within Kenyan waters.
During the launch, Principal Secretary for Maritime Affairs, Aden Millah, emphasized the necessity of the contingency plan in light of emerging risks. He pointed out that the expansion of maritime trade and infrastructure increases exposure to pollution threats, making preparedness essential for the government.
The National Oil Spill Contingency Plan establishes a comprehensive national framework that delineates roles, enhances inter-agency coordination, and standardizes response mechanisms for oil pollution emergencies. This structured approach aims to reduce response times, mitigate environmental damage, and align Kenya with international standards for maritime safety and environmental protection.
