Lloyd’s Register Authorized to Certify Autonomous Vessels Under New UK Code

Lloyd’s Register (LR) has become a key authority for the British Maritime and Coastguard Agency (MCA) regarding remote-controlled and unmanned vessels (ROUVs). Under the updated Workboat Code Edition 3 (WBC3), LR is authorized to certify ROUVs under 24 meters, ensuring compliance with stringent safety and operational standards before they can navigate British waters.

The addition of formal guidelines for ROUVs marks a significant advancement as the demand for autonomous maritime solutions grows. In December 2023, the MCA officially revised the WBC3 to include Appendix 2, clarifying certification standards for these vessels operating in British waters.

Until recently, no ROUVs had been certified under WBC3 due to the need for specialized knowledge and formal approval from the MCA. However, on July 18, 2025, LR became the first certification authority to fulfill these criteria, paving the way for ROUV operators to obtain necessary certifications.

This certification initiative underscores LR’s commitment to supporting the evolving landscape of maritime technology, making strides in the realm of autonomous shipping.
