In May 2024, the International Maritime Organization (IMO) approved amendments to the Seafarers’ Training, Certification, and Watchkeeping (STCW) Code to address violence and harassment in the maritime sector. These changes, effective from January 1, 2026, introduce new training requirements for seafarers, focusing on preventing and responding to issues such as sexual assault, sexual harassment, and bullying.
The amendments to STCW Table A-VI/1-4 add a new competency requirement: “Contribute to the prevention of and response to violence and harassment.” This revision mandates that seafarers complete updated training as part of their basic safety courses, which will now include education on recognizing and addressing various forms of harassment and violence.
The training will cover critical topics, including the nature and consequences of harassment, the impact on victims and others, and the factors that contribute to such behavior. Additionally, it will provide guidance on intervention and reporting procedures, as well as trauma-informed responses to support victims.
As of July 2025, the IMO Model Course 1.19 has yet to be revised. Stakeholders are urged to implement policies for open reporting, ensure protection against retaliation, and provide care for victims, preparing for the new STCW requirements ahead of the deadline.
