Ukraine Aligns Shipping Laws with International Standards

The Ukrainian Cabinet of Ministers has endorsed a draft law aimed at reforming merchant shipping and inland navigation. This initiative, announced by the Ministry of Development of Communities and Territories of Ukraine, seeks to align Ukraine’s maritime regulations with international and European standards. The law aims to establish a modern and transparent regulatory framework, fulfilling obligations under the Ukraine Facility.

The proposed legislation includes revisions to the Merchant Shipping Code, introduces safety requirements for navigation, and regulates vessel traffic in busy areas. It also emphasizes navigational and hydrographic support, as well as readiness for emergency operations. The draft law aims to incorporate provisions from 23 EU acts and ensure compliance with the United Nations Convention on the Law of the Sea, along with conventions from the International Maritime Organization (IMO) and the International Labour Organization (ILO).

Key features of the draft include a clear delineation of responsibilities among relevant ministries, the Shipping Administration, and port authorities. It also proposes the establishment of a national single maritime window, a digital platform designed to streamline data exchange, expedite vessel processing at ports, and reduce corruption risks. This reform is expected to enhance the state administration system for maritime and inland water transport in Ukraine.
