US Removes Sanctions on Three Russian Vessels, Says Move Not Policy Shift

The U.S. Treasury Department announced the removal of sanctions on three Russian-flagged vessels – the container ships Fesco Moneron and Fesco Magadan, along with the cargo ship Sv Nikolay. Officials characterized this as a regular procedure and clarified that it does not signal any significant shift in U.S. policy toward Russia.

These vessels were previously sanctioned in 2022 as part of broad measures aimed at disrupting Russia’s financial and logistical networks following its invasion of Ukraine. The Fesco Moneron and Fesco Magadan were associated with Russia’s Far East shipping group, FESCO, and linked to Promsvyazbank, a state-owned institution under U.S. sanctions. The Sv Nikolay faced sanctions due to its connections with Alfa-Bank, one of Russia’s major private lenders, and allegations of transporting grain from occupied Ukrainian territories.

While the Treasury did not specify the reasons for the delistings, officials indicated that such changes can stem from petitions by sanctioned parties or shifts in national security priorities. The Treasury reiterated that the ultimate goal of sanctions is to encourage behavioral change and accountability. This decision allows the vessels to access ports and insurance services that were previously restricted, though overall sanctions against Russia remain firmly in place.
