WSC Launches Cargo Safety Program to Combat Ship Fires

The World Shipping Council (WSC) has introduced a Cargo Safety Program aimed at identifying misdeclared and undeclared dangerous goods to mitigate the risk of ship fires. This initiative seeks to protect crew members, vessels, cargo, and the marine environment. Joe Kramek, WSC’s president and CEO, emphasized the urgency of this program, highlighting the alarming rise in ship fires, which are currently at their highest in over a decade, according to Allianz’s Safety and Shipping Review 2025.

The program employs AI-driven cargo screening and standardized inspection protocols to detect high-risk shipments before loading. Misdeclared dangerous goods are a significant contributor to maritime incidents, accounting for over a quarter of cargo-related issues. Kramek noted the tragic consequences of such misdeclarations, underscoring the need for enhanced safety measures within the industry.

Central to the initiative is a digital screening tool developed by the National Cargo Bureau. This technology analyzes millions of bookings in real-time, utilizing keyword searches and trade pattern recognition to flag potential risks. Alerts generated by this system are reviewed by carriers and may lead to targeted physical inspections as necessary.

The Cargo Safety Program also establishes common standards for verifying shipments and incorporates feedback from real-world incidents to bolster prevention efforts. With participation from carriers representing over 70% of global TEU capacity, the program aims to evolve continuously, adapting its technology and protocols to address emerging risks effectively.
