APEC Transportation Group Considers Major Study on Seafarer Welfare

The Philippines, via the Maritime Industry Authority (Marina), has proposed a significant study at the 55th Asia-Pacific Economic Cooperation (APEC) Transportation Working Group. This initiative aims to evaluate the effects of international maritime regulations on the regional workforce, focusing on enhancing seafarer welfare and resilience.

Titled “Impact of International Maritime Regulatory Instruments on the Maritime Workforce in the APEC Region: Policy Options for Maritime Administrations,” this proposal is the only one from the Transport Working Group to advance to APEC’s funding consideration. Co-sponsored by Canada, South Korea, Malaysia, Chinese Taipei, and Vietnam, it marks a pivotal step toward improving maritime workforce protection in the region.

The study, scheduled from February 2026 to June 2027, will analyze how international regulations affect seafarers’ working and living conditions, as well as the challenges faced by maritime administrations. It will employ various research methods, including surveys and interviews with stakeholders.

Key outcomes will include an impact report, policy toolkits for maritime administrations, and a high-level policy dialogue in Manila to validate findings and finalize recommendations. Luisito Delos Santos, head of the Philippine delegation, emphasized the need for a future-ready maritime workforce amid evolving global shipping dynamics.
