Indian Seafarers Most Abandoned at Sea Worldwide

In 2025, Indian seafarers were once again the most abandoned nationality globally, as reported by the UK-based International Transport Workers’ Federation (ITF). The organization documented 1,125 abandonment cases involving Indian maritime workers, underscoring a growing crisis in the shipping industry. The total number of abandoned seafarers reached a staggering 6,223 across 410 vessels, highlighting a troubling trend where workers are left stranded without pay, support, or means to return home. The ITF condemned this situation as a serious violation of fundamental labor and human rights.

The ITF commended the Indian government for its proactive measures, including blacklisting ships and operators with a history of abandonment and unethical practices. This initiative sends a clear message to ship owners that the exploitation of seafarers will not be tolerated, providing some level of protection for Indian nationals employed on foreign ships.

The financial implications for abandoned seafarers were dire, with unpaid wages totaling $25.8 million in 2025. Although the ITF, through legal action and union support, managed to recover $16.5 million for affected crews, millions remain unpaid. The organization also pointed out that 82% of vessels involved in abandonment cases operated under foreign flags, which often exploit weaker regulations. The ITF has called for urgent reforms to enhance accountability in the shipping industry and empower the International Maritime Organisation (IMO) to effectively address and prevent seafarer abandonment globally.
