ILOILO City – The Department of Migrant Workers (DMW) is holding the owner and manning agency of the MV Herman Star accountable after six Filipino seafarers were stranded for two months off Loboc Port. The agency, Erica Crew Manning Services Inc., faces suspension and potential license revocation due to violations including the vessel’s unseaworthiness and delayed wages.
Overseas Workers Welfare Administration (OWWA) chief Patricia Yvonne Caunan reported that the crew, which included seven Indian nationals, lacked power, food, clean water, and pay during their ordeal. DMW Secretary Hans Leo Cacdac emphasized the agency’s commitment to pursuing administrative sanctions against responsible parties.
The ship, which arrived from Vietnam in August 2024, was found unfit for sailing during a Philippine Coast Guard inspection. DMW Undersecretary Bernard Olalia noted serious violations, including contract substitution and inadequate monitoring of the seafarers. The government facilitated the crew’s rescue on June 30, providing each member with P100,000 in financial aid through the DMW’s Aksyon Fund.
Additionally, the government extended assistance to the Indian crew members, ensuring they received food and support for immigration clearance. Cacdac reiterated the government’s commitment to protecting overseas workers and addressing exploitation.
