Senate Approves Ratified Version of Magna Carta of Filipino Seafarers

The Senate approved the ratified version of the Magna Carta of Filipino Seafarers, which President Ferdinand Marcos Jr. has certified as urgent. The report reconciled the disagreeing provisions of Senate Bill 2221 and House Bill 7325. Senator Raffy Tulfo, chairperson of the panel on migrant workers, expressed optimism that the Magna Carta is close to being finalized and will benefit Filipino seafarers.

The reconciled report includes provisions for annual leaves, shipboard training, and monetary awards. The annual leave requirement was compromised at 3.5 days per month of employment, addressing the provisions in the House and Senate versions of the bill. Shipboard training will be regulated and monitored by the Maritime Industry Authority, addressing concerns about the credentials of Filipino seafarers. The report also includes a provision for the execution of judgment and monetary award, ensuring the refund of disputed monetary awards in case of a reversal on appeal.

The Magna Carta of Filipino Seafarers is expected to lay out the rights of seafarers and ensure their welfare, including a reintegration program, a grievance system, and social welfare benefits. The approval of the reconciled report brings the Magna Carta closer to being implemented for the benefit of Filipino seafarers.
