Gallagher Marine Systems (GMS) and ECM Maritime Services have recently merged, creating a single maritime regulatory consulting, compliance, emergency preparedness, security, and response firm. The merger, which took effect on June 30, 2023, will see all key personnel from both companies retained as the operations, software platforms, workflows, and staff are integrated into a unified organization. In the meantime, both GMS and ECM will continue to operate as usual.

The combined company will be headed by Thomas Wiker, the current president of GMS and a former employee of ECM. With over 27 years of experience in the Qualified Individual/Incident Management Team (QI/IMT) field, Wiker will serve as the president and CEO of the merged entities. Michael Minogue, the CEO and president of ECM, will transition into partial retirement and support the seamless integration of services as a senior associate within the organization.

Wiker and Minogue stated in a joint statement that the integration of the two companies would result in the formation of the most quality-driven, timely, and cost-effective service provider in the industry. They highlighted the enhanced service package and the greater depth of combined expertise and knowledge that the merger would bring to their clients.
