Marina Implements Stricter Nitrogen Emission Rules

The Maritime Industry Authority (Marina) in the Philippines has implemented stricter regulations on nitrogen oxide (NOx) emissions from marine diesel engines. Marina Advisory 2023-20, approved by Marina Administrator Hernani Fabia, adopts the regulations under the Technical Code on Control of Emission of Nitrogen Oxides from Marine Diesel Engines (NOx Technical Code 2008), as amended. The NOx Technical Code, established by Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL 73/78), sets mandatory procedures for testing, surveying, and certifying marine diesel engines to ensure compliance with NOx emission limits. Compliance and certification are required for shipowners, operators, and other maritime entities. The new regulations aim to mitigate air pollution, protect the marine environment, and align with international efforts to reduce the maritime industry’s impact on air quality and climate change.

The regulations involve survey and certification requirements for controlling diesel engine NOx emissions. This includes obtaining an Engine International Air Pollution Prevention (EIAPP) Certificate and ensuring in-service compliance under Code regulations. The advisory provides detailed procedures for measuring NOx emissions, onboard verification surveys, and certification processes. It also includes guidelines and references to facilitate understanding and implementation. Marina’s implementation of these regulations promotes greener maritime practices and sets an example for responsible and sustainable operations in the maritime sector.
