The Panama Maritime Authority has signed a Memorandum of Understanding with the Ministry of Energy and Infrastructure of the United Arab Emirates, allowing vessels of the Panamanian Registry to access new incentives. The agreement aims to establish a collaboration framework for the development of the “Blue Pass” project, which will provide privileges and facilities to shipping companies and shipowners visiting UAE ports.

The “Blue Pass” project seeks to offer incentives and concessions to yachts and recreational ships in the UAE’s regional waters, as well as enhance integration and facilitate mutual services between suppliers and participant companies. Ships registered under the Panamanian Registry will receive benefits such as priority entry and exit from ports, crew changes, and discounts on auxiliary services from companies registered in the Blue Pass program database.

The agreement was signed by officials from both parties, with the Memorandum of Understanding coming into effect immediately and having a validity of two years. It can be renewed with mutual consent and the signing of a new agreement. This collaboration aims to streamline operations for Panamanian-registered vessels in UAE waters and ports, providing them with exclusive benefits and access to a shared database of suppliers.
