DG Shipping Warns Against Unauthorized Seafarer Recruitment Agents

The Directorate General of Shipping (DGS) has released a 10-point advisory in response to reports of seafarers being misled and financially exploited by unauthorized recruitment agents claiming to offer jobs on foreign-flagged vessels. The advisory emphasizes the importance of engaging only with registered Recruitment and Placement Services License (RPSL) companies, which are certified by the DGS to ensure ethical recruitment practices and compliance with international standards. Seafarers are urged to verify the status of RPSLs through a live system available on the DGS website, as interactions with unregistered agencies can expose them to significant risks.

The advisory highlights the challenges faced by victims recruited through unauthorized channels, including inadequate support during emergencies and disputes over wages. Such agencies often evade responsibility, leaving seafarers vulnerable in critical situations. Additionally, sea service obtained through these unregistered agents is deemed invalid and cannot be recognized in the DGS e-governance system, further complicating their professional standing.

India ranks third globally in supplying seafarers, with approximately 2.85 to 3 lakh active personnel, most of whom are employed on foreign vessels. The DGS is actively addressing fraudulent recruitment practices that threaten the safety and well-being of seafarers. Efforts include collaborating with the International Seafarers’ Welfare and Assistance Network (ISWAN) to educate seafarers about safe job-seeking practices and the risks of unregistered agencies.
