The Maritime and Port Authority of Singapore (MPA) is inviting applications for new licenses to supply liquefied natural gas (LNG) as marine fuel in Singapore’s port. This initiative is open to both current LNG licensees and newcomers, following recent updates to the LNG bunkering licensing framework. The revisions now allow for sea-based LNG reloading and the supply of liquefied bio-methane and e-methane.
Applicants must establish comprehensive LNG bunkering supply chains, including securing LNG supplies, demand planning, and safe handling. They are also required to own or charter at least one LNG bunker vessel (LBV), which must be registered with the Singapore Registry of Ships and adhere to MPA’s standards.
To align with international shipping’s decarbonization goals, applicants need to propose how they will supply LNG fuels with reduced lifecycle greenhouse gas emissions. This includes plans for monitoring methane slip from LNG bunker vessels, which will be evaluated during the licensing process. Interested companies can find more information on MPA’s website, and applications are due by March 27, 2026.
Additionally, MPA and Enterprise Singapore are set to enhance the LNG bunkering framework by upgrading the Technical Reference for LNG Bunkering to a Singapore Standard by Q2 2026, ensuring alignment with broader bunkering standards.
