The Panamanian Ship Registry has revised its policies to enhance fleet performance and reduce detention risks, particularly targeting the “ghost fleet.” Effective immediately, the registration of oil tankers and bulk carriers over 15 years old will be prohibited. This decision follows an analysis revealing that 71% of fleet detentions from 2023 to mid-2025 involved older vessels.
The updated guidelines, communicated through MMN 11/2024, outline the Precheck process that all vessels must complete to register under the Panamanian flag. This process assesses risks related to sanctions and vessel operations, aiming to improve compliance and safety standards.
Additionally, the registry has introduced new measures via Resolution 106-003-DGMM, effective January 3, 2025. These include quarterly inspections by Recognized Organizations for vessels deemed deficient and enhanced verification of the Ship’s Safety Management System, with increased scrutiny in cases of non-conformities.
Through these initiatives, the Panamanian Ship Registry emphasizes its commitment to quality over quantity, ensuring that its fleet adheres to stringent international regulations and contributes to a safer, more sustainable maritime industry.
