Mazagon Dock Shipbuilders Limited (MDL), a leading defense shipyard in India, is set to expand to the eastern seaboard by signing a memorandum of understanding (MoU) with Guidance Tamil Nadu, the state’s investment promotion agency. This agreement, formalized on September 19, 2025, highlights MDL’s commitment to establishing a new greenfield shipyard outside its Mumbai base.

The partnership is significant as it aligns with the strategic importance of India’s east coast, which is becoming essential for defense logistics and trade routes, particularly near the Bay of Bengal. MDL has been instrumental in building advanced naval vessels, including stealth frigates and submarines, and aims to enhance its production base amid increasing demands from the Indian Navy and Coast Guard.

While specific details regarding the new shipyard’s size and investment are still under consideration, the MoU sets the stage for feasibility studies and stakeholder engagement. This venture could bolster Tamil Nadu’s ambitions of becoming a hub for advanced industries, enhancing its attractiveness for strategic investments.

Ultimately, MDL’s expansion reflects a broader aim to support India’s maritime security and contribute to national initiatives like Aatmanirbhar Bharat (self-reliant India) and the Maritime India Vision 2030.
