With the Hong Kong Convention (HKC) coming into effect on June 26, 2025, shipowners are required to adhere to new regulations regarding safe and environmentally responsible ship recycling. DNV has released a new guidance document titled “Safe and Green Recycling for Shipowners,” which provides detailed information on complying with both the HKC and EU Ship Recycling Regulations (EU SRR). The aim of the HKC is to ensure safer and more sustainable recycling practices, protecting workers and the environment from hazardous materials. Shipowners must maintain an Inventory of Hazardous Materials (IHM) and undergo onboard inspections before receiving a Ready for Recycling Certificate (IRRC).

Key requirements under the HKC include compliance for ships with a gross tonnage of 500 or more by 2030, the establishment of an IHM, and recycling at approved facilities with a Document of Authorization for Ship Recycling (DASR). The implementation of these requirements is crucial in ensuring the safety of workers and the environment during the recycling process. DNV emphasizes the importance of meeting these requirements to promote stronger worker safety, waste management, and environmental protections in major recycling nations such as India, Bangladesh, Pakistan, and Turkey. The company offers services such as IHM certification, class support, and advisory services to assist shipowners in navigating compliance with the regulations.

Knut Ørbeck-Nilssen, CEO of DNV Maritime, stresses the importance of shipowners fully understanding regulatory requirements to ensure safe and responsible vessel recycling. As sustainability pressures continue to grow, it is essential for shipowners to be well-informed and prepared to meet the necessary standards for ship recycling. DNV’s guidance and services aim to support shipowners in achieving compliance with the HKC and EU SRR, ultimately contributing to a safer and more environmentally friendly approach to ship recycling.
