Intercargo, the International Association of Dry Cargo Records, has expressed its support for the International Labor Organization’s decision to officially recognize seafarers as crucial employees under the Maritime Labor Convention. This recognition marks a significant step towards ensuring fair treatment, protecting seafarers’ rights, and enhancing their access to necessary resources such as medical care and legal protection. According to Intercargo’s Chairman, John Xylas, this acknowledgment is a vital victory for the maritime community, particularly in response to the challenges faced during the Covid-19 crisis.

Throughout the pandemic, Intercargo has been vocal in urging states and the International Maritime Organization (IMO) to acknowledge seafarers as essential workers, prioritize their safety during crew changes, and advocate for their access to vaccinations and international support. The organization’s efforts reflect a commitment to preventing the recurrence of similar challenges in the future. Furthermore, Intercargo welcomes the inclusion of guidelines within the MLC for ensuring the fair treatment of seafarers in cases of detention, examination, or criminalization, recognizing the need for improved legal protections in such circumstances.

Xylas emphasized the importance of preventing seafarers from becoming collateral victims of institutional inefficiencies or regulatory gaps, calling on all ILO member states and maritime administrations to effectively implement and uphold these rights in practice. Intercargo remains dedicated to promoting a responsible and reputable maritime industry that offers safe, fulfilling, and sustainable careers. Given the pressure on seafarer recruitment and retention, particularly in the dry bulk sector, establishing a global framework that prioritizes dignity and decent working conditions has become increasingly crucial.
