Thailand Enhances Seafarer Protections with Maritime Labour Act Amendments

On May 28, 2025, the Thai cabinet approved a draft amendment to the Maritime Labour Act, aiming to enhance protections for seafarers and align national law with international standards. Deputy government spokesperson Karom Phonphonklang announced that the Ministry of Labour’s proposal revises the 2015 Maritime Labour Act to comply with the International Labour Organization’s Maritime Labour Convention 2006.

The amendments will place employment contracts between shipowners and crew under the Social Security Act and the Workmen’s Compensation Act, ensuring crew members receive legal protections in key areas such as health promotion, maternity benefits, and unemployment support.

Additionally, the changes prohibit the employment of individuals under 18, except in specific scenarios like certified training programs or roles that do not compromise their health. The amendment also aims to eliminate the current permit system, granting the Marine Department direct authority to oversee and certify maritime worker training.

This initiative represents a significant step towards improving labor conditions for seafarers in Thailand, reflecting a commitment to uphold international labor standards.
