The International Chamber of Shipping (ICS) has partnered with Lloyd’s Register OneOcean and the Philippines’ Maritime Industry Authority (MARINA) to digitalize seafarer certification processes. The memorandum of understanding signed outlines a pilot project to integrate seafarer certification systems and develop an app. This initiative aims to store, consolidate, and provide real-time access to all seafarer certificates, reducing administrative burdens and ensuring efficiency for seafarers and industry stakeholders.
Despite the dominance of paper certificates in the industry, the project seeks to explore digital pathways for certification processes. By streamlining these processes, the goal is to minimize administrative burdens and maximize efficiency for a safer and more sustainable maritime industry. The project will assess the feasibility of a system that allows seafarers to take ownership of their data and control its usage, ultimately improving accessibility, security, and regulatory compliance.
The collaboration between ICS, LR OneOcean, and MARINA aims to develop an initial application programming interface integration concept to link MARINA’s Integrated Seafarers Management Online System (MISMO) to the pilot platform. If successful, MARINA plans to engage with its seafarer community of about 400,000 Filipino seafarers to gather insights on digital certification needs and adoption pathways. This partnership marks a significant step towards providing a global platform for streamlined certification processes and aligning with digital transformation in the maritime industry.
