The Department of Migrant Workers (DMW) has announced new measures to protect Filipino seafarers in light of recent attacks by Houthi rebels in the Red Sea and Gulf of Aden. DMW Secretary Hans Leo Cacdac stated that Filipino seafarers will no longer be allowed to board ships that have been targeted in attacks, specifically mentioning the ships Galaxy Leader, True Confidence, and Tutor. The DMW is working with maritime stakeholders to conduct risk assessments and improve security measures for Filipino seafarers.
Cacdac emphasized the importance of shipowners providing adequate notification times for seafarers to refuse sailing on high-risk routes. The DMW has received reports of some seafarers not being given enough time to make this decision. In response, the DMW issued guidelines for licensed manning agencies to follow when assigning Filipino seafarers to ships navigating dangerous areas, prioritizing their safety.
The new Department Order No. 1 directs shipowners and manning agencies to avoid high-risk areas to ensure the safety of Filipino seafarers. Despite recent attacks on Filipino crewed vessels, such as the MV Tutor, efforts are being made to improve security assessments with assistance from the Philippine Navy, Coast Guard, and Department of Foreign Affairs. The DMW continues to prioritize the well-being of Filipino seafarers amidst the escalating incidents of piracy and violence in the region.
