The initial request from the company to resume work at the Geoje shipyard was denied by the CEEC due to a lack of key safety measures following an accident on September 9. A review committee concluded that the necessary precautions were still absent almost two weeks after the incident occurred.

According to the Confederation of Korea Trade Unions, a total of 18 accidents resulting in 22 deaths occurred at various shipyards in South Korea from January to September of this year. Hanwha Ocean shipyard had the highest number of reported deaths, with a total of seven fatalities among the shipyards reviewed.
