DGMA Launches Carbon Tax Calculator and Shore Power Estimator Tools
India’s Directorate General of Maritime Administration (DGMA), the national maritime regulator known to most seafarers as DG Shipping, has launched two digital tools to help ships and ports measure emissions and costs. They were unveiled on 27 October during a Blue Economy session at INMARCO 2026, held at The Westin Mumbai Powai Lake in Mumbai, Maharashtra, India’s main shipping and crewing hub.
Both tools were developed by the National Centre of Excellence in Green Ports and Shipping (NCoEGPS), which works with The Energy and Resources Institute (TERI). The first, the Maritime CO2 Emission and Implied Carbon Tax Calculator, estimates a ship’s carbon dioxide output and gives an indicative carbon cost under set reference scenarios. The second, the Shore to Ship Power Estimator PRO, works out the likely fuel savings, emission cuts and running-cost effects when a ship switches to shore power during its port stay.
The session was chaired by Director General Shyam Jagannathan, who spoke on India’s blue economy and its path to maritime excellence and sustainability. Discussions covered port infrastructure, building more ships in India, legal reform, new technology and decarbonisation, in line with Maritime India Vision 2030 and the Maritime Amrit Kaal Vision 2047.
The tools give Indian shipowners, ship managers and port authorities a practical way to put numbers on emissions before global carbon pricing for shipping takes hold. Ports planning shore power can also use the estimator to build a clearer case for investment, which supports India’s green port goals.
For seafarers, the tools link everyday fuel and engine data, much of it recorded by ship’s officers, to the carbon costs that owners will increasingly track. Engineers and deck officers who understand these figures will be better placed as emission reporting and shore power use grow at Indian ports.
