Joint Industry Effort Unveils Simplified Reporting for Ship Emissions
A joint industry group chaired by BIMCO, the international shipping association based near Copenhagen in Denmark, has released two new frameworks designed to simplify how operational and emissions data is shared across shipping, a move that could reduce the repeated reporting work that often lands on ships and their officers.
The Tripartite Joint Industry Working Group (JIWG), which brings together shipowners and operators, shipbuilders and classification societies, has published version 1.0 of the Operational Vessel Data (OVD) and Vessel Emissions Reporting (VER) frameworks. Both are voluntary and do not create any new reporting obligations.
The OVD provides a common format for sharing operational and fuel-consumption data, with standard names, units and structures so that different systems can read the information the same way. It does not dictate how data is collected on board or which software must be used. The VER builds on this by offering standard formats for emissions reporting in commercial situations such as charter-party performance, EU ETS cost allocation and FuelEU pooling.
The aim is simple: capture data once and reuse it for every reporting and verification need. At present, requirements under the IMO Data Collection System and the EU MRV regime often use different datasets and formats, meaning the same information is entered, mapped and checked several times.
The OVD is based on a framework first developed by DNV, while the VER grew from a draft by ClassNK. Bureau Veritas and RINA have already started adopting OVD in their emissions processes. The group will now look at handing the frameworks over to independent, broadly representative governance.
For crews, fewer duplicate reports could mean less paperwork and more time for core shipboard duties.
