Maritime stakeholders, government leaders, and seafarers’ representatives recently gathered to commemorate the implementation of Republic Act (RA) 12021, also known as the Magna Carta of Filipino Seafarers, along with its Implementing Rules and Regulations. The event took place at the Associated Marine Officers’ and Seamen’s Union of the Philippines (Amosup) Convention Hall in Intramuros, Manila. The purpose of this gathering was to emphasize a nationwide commitment to protecting the rights, welfare, and dignity of the more than 400,000 Filipino seafarers.
During the event, a joint Pledge of Solidarity was made by various signatories, including government departments such as Migrant Workers, Transportation, Labor and Employment, Justice, and Foreign Affairs, as well as shipowners, manning agencies, unions, and training institutions. They pledged to ensure fair employment practices, promote safe and inclusive workplaces, uphold ethical recruitment standards, and provide continuous skills development for seafarers. Emmanuel Partido of Amosup praised Filipino seafarers as essential contributors to both the local economy and global maritime trade.
Despite the positive reception of RA 12021, critics have voiced concerns about the law’s alleged bias towards business interests over the welfare of seafarers. Xavier Bayoneta of the Concerned Seafarers of the Philippines, during a rally in February, criticized the law for favoring businessmen and allies of the government over rank-and-file seafarers. The Magna Carta, enacted on September 23, 2024, aims to establish protections for seafarers in line with international maritime standards, covering aspects such as fair working conditions and dispute resolution. The United Filipino Seafarers reiterated their commitment to advocating for seafarers’ welfare as their top priority.
