IMO has recently introduced a new toolkit aimed at enhancing the global maritime industry’s ability to combat ‘insider threats’ that continue to evolve. Insider threats refer to the potential risks posed by maritime employees who may intentionally or unintentionally facilitate security incidents due to factors such as lack of awareness, complacency, or malicious intent.
Terrorist organizations and criminal groups are constantly seeking to exploit weaknesses in security protocols at ports and ships. Insiders within the industry can provide a strategic advantage to these malicious actors, as they possess privileged access to secure areas, information, and resources. To address this growing concern, IMO collaborated with the International Civil Aviation Organization (ICAO) to develop the Insider Threat Toolkit.
The toolkit offers a comprehensive set of best practices for enhancing security measures, including background checks, access control protocols, surveillance, and the integration of advanced technologies like artificial intelligence. Mr. Andrew Clarke, Technical Officer at IMO’s Maritime Security Section, emphasized the importance of a unified approach among UN organizations to effectively address the diverse and evolving maritime security threats. The toolkit is designed to be utilized by various entities operating within the maritime sector, such as Maritime Administrations, shipping companies, port operators, and other stakeholders.
